Clive Haggar

  • Educated at Broadmeadows and Eastmeadows Primary Schools in Melbourne.
  • Moved to ACT in 1964 and attended Campbell and Deakin High Schools, obtaining a Year 12 Certificate in 1970.
  • BA Australian National University, 1971-1973.
  • Graduate Diploma in Education, Canberra College of Advanced Education, 1974.

  • Secretary, Australian Teachers' Union (ACT Branch) and AEU ACT Branch, 1989-1994.

  • ACT Branch Federal Executive Member, 1994 - present.
Clive has represented public education teachers in one capacity or another since he commenced teaching in the Northern Territory. His first National Campaign activity was on Education Day in 1976 when he represented the Northern Territory Teachers' Federation at the National Campaign Day in Canberra, lobbying Federal politicians for a better deal for public education.

In 1982 Clive had just begun work as a Liaison Officer for the ACT Teachers' Federation when the Fraser Government locked out 90% of teachers from their schools over a salaries dispute. The AIRC handed down an 18% salary increase to add salt to the Government's wounds from their comprehensive political failure.

As a Senior Officer of the Union in the ACT, he jointly led the first industrial campaigns after self government and has fought against cuts, industrially and politically, with every ACT Government. A persistent advocate for improved funding for public education and training and improved remuneration and status for teachers, he believes that the most effective outcomes are achieved through a combination of industrial and community campaigns. Close relations with parent organisations, the Trades and Labour Council and professional organisations has been a feature of the ACT Branch in recent years.

In a small Branch with the geographic advantages of the ACT it is possible for Clive to remain in close contact with members in schools. Several of the teachers Clive had as a student remain active in the Union while students he taught are members and activists.

Clive has represented the ACT Branch on the Federal Executive and has been involved in the development of the National Campaign for Public Education working closely with the Federal Office over the last five years on Campaign strategy.

Clive has three children in the Canberra government school system in three different schools.
